Lucy Allan MP has signed an amendment to the Victims and Prisoners Bill to close a loophole which allows registered sex offenders to change their names without the knowledge of the Police to disguise their identity.
The amendment, tabled by Sarah Champion MP, follows the recent case of Ceri-Lee Galvin, a victim of sexual offences whose abuser had changed their name and gender to hide their identity. Inspired by Ceri-Lee's bravery, Lucy has been working with other MPs across the House who have sought to close this loophole.
The Government’s Victims and Prisoners Bill delivers on three key manifesto commitments: to implement a Victims Law, reform the parole system, and to establish an Independent Public Advocate to support victims.
The bill will strengthen the operation of the Parole Board to ensure public confidence in the system. Lucy has spoken extensively in Parliament on behalf of victims and reform to the parole system, which is often tone-deaf to the views of victims.
Lucy Allan MP said:
Manipulative sexual offenders should not be able to change their identities to hide their past from our communities and victims. The Prime Minister has a good record of focusing on victims of sexual abuse and was instrumental in supporting an Inquiry into CSE in Telford whilst a Local Government Minister. I will work with Ministers to get this crucial amendment accepted and I am grateful to Labour MP Sarah Champion for bringing this forward.
